[사설] 아프간 파병, 덮는다고 해결되나

중도 우파 중앙일보 사설(5월 5일): “아프간의 상황은 갈수록 악화되고 있다. 사실상 수도 카불 인근을 제외한 아프간 전 지역이 이슬람 원리주의 세력인 탈레반 수중에 들어갔고, 그 세력은 남동부 접경 지역을 넘어 파키스탄으로 빠르게 확산되고 있다. 국제사회의 도움이 절실한 미국이 동맹국인 한국에 손을 내미는 것도 이해가 되는 상황이다. 하지만 아프간 파병은 동맹국의 의리만으로 결정할 수 없는 문제다. …일단 파병하면 탈레반과의 목숨을 건 전투를 각오해야 한다. 그렇기 때문에 아프간 재파병은 아무리 신중하게 결정해도 지나치지 않은 문제다. 유럽의 동맹국들이 미국의 추가 파병 요청에 난색을 표하고 있는 것도 이 때문이다.”

[사설] 한·미, 아프간 앞서 대북공조에 힘 모아야

중도 서울신문 사설(5월 6일): “재파병 반대 여론과 동맹국으로서의 역할 사이에서 고심을 거듭한 끝에 마련한 한국 정부의 아프간 지원 방안을 미 행정부는 긍정적으로 평가해야 한다고 본다. 파병을 않는 조건으로 과도한 재정지원을 요구하거나 추가파병 요구를 다시 꺼내들어 한국 정부를 압박하는 일은 없어야 할 것이다.…정부는 이번 아프간 지원방안 수립과 별개로 북한 문제에 대한 오바마 행정부의 관심을 끌어올리는 노력을 경주해야 한다. 아프간이 오바마 대통령의 외교현안이라면 우리의 당면과제는 북한이다.…오바마 행정부의 북한무시 전략은 북한에 끌려가지 않겠다는 의지라기보다는 이란과 아프간 등 외교현안의 우선순위에 집중하려는 뜻으로 봐야 한다. …북한에 대한 미 행정부의 관심도를 높이고, 올바른 대북정책을 위한 공조의 틀을 강화해야 한다. 아프간 해법보다 앞서야 할 과제다.”

Right-of-center JoongAng Ilbo editorialized (05/05): "The Afghan
situation is getting increasingly worse. Outside the capital,
Kabul, many parts of the country are largely under the control of
the Taliban, which is rapidly expanding its influence over the
southeastern area bordering Pakistan. It is understandable that the
U.S., which is in desperate need of help, has asked the ROK, one of
its allies, to offer assistance. However, any decision to dispatch
Korean troops to Afghanistan should not be based purely on loyalty.
The lives of Koreans are at stake. ... Once in Afghanistan,
soldiers will have to risk their lives to fight Taliban soldiers,
which is why we cannot be too careful about future redeployment.
This is also the reason why America's European allies have been
reluctant to embrace U.S. calls for help in Afghanistan."
 
 
"U.S., ROK Should Put Cooperation on North Korea before Cooperation
on Afghanistan"
 
Moderate Seoul Shimun editorialized (05/06): "The U.S.
administration should look favorably towards the ROKG's measures to
support Afghanistan, which came after Seoul's serious consideration
of public opinion against troop redeployment and its role as a U.S.
ally. Washington should refrain from pressuring the ROKG by
demanding excessive financial aid because Seoul does not send its
troops to Afghanistan or by requesting troop deployment again.
Separately from the decision on the Afghan issue, the ROKG should
make every effort to call the attention of the Obama Administration
to the North Korean issue. ... The Obama Administration's strategy
of ignoring North Korea should be seen as part of its efforts to
focus on foreign policy priorities regarding Iran and Afghanistan,
rather than be dragged along by North Korea. ... The ROKG must
focus the attention of the U.S. administration on North Korea and at
the same time enhance the cooperative framework with the U.S. in
order to devise the right policy toward North Korea. Cooperation on
North Korea should come before the Afghan issue."
