위키리크스는 23일(현지시간) ‘화학무기 금지기구(Organisation for the Prohibition of Chemical Weapons, OPCW)’의 내부고발자가 폭로한 증언과 증거를 청취·검토한 패널들이 지난주 작성한 진술을 보도했다.
위키리크스는 이 진술과 함께 2018년 4월 7일 시리아 두마에서 벌어진 화학무기 공격(Douma attack) 혐의와 관련해서 먼저 유출된 엔지니어링 평가(engineering assessment) 문서도 함께 공개했다. 이 엔지니어링 평가는 OPCW의 최종 보고서에서는 누락되었다.
위키리크스의 편집장 크리스틴 흐라픈슨은 OPCW의 내부고발자가 폭로한 증언과 서류들을 검토하는 패널의 일원으로 참가했다.
그는 다음과 같이 말했다.
“패널들은 OPCW의 성실성에 의구심을 들게 하는 증거들을 제출받았다. 비록 이 내부고발자가 문서들을 세상에 공개적으로 공표할 준비가 아직은 안 되어있었지만 위키리크스는 대중이 ‘두마 사태의 진실위원회(Fact Finding Mission on Douma)’가 조사·수집한 모든 내용들과 이와 관련된 모든 과학적 조사 결과들을 알아야할 필요가 있다고 믿는다. 우리는 OPCW 내 관련자들이 두마 사태와 관련된 문서들을 우리에게 알려주기를 호소한다. 우리와 접촉하고자 한다면 ‘wikileaks.org/#submit’를 통하면 안전하게 도달할 수 있다.”
OPCW의 첫 번째 사무총장을 지낸 호세 버스타니는 내부고발자의 폭로 내용들을 검토한 패널 중 한명으로 참가하였는데, 다음과 같이 결론을 내렸다.
“두마 화학무기 공격(Douma attack) 혐의를 조사한 OPCW의 일관성 없는 행동을 확실하게 뒷받침하는 증거로 인해 내가 벌써부터 지니고 있던 의심이 더욱 분명해졌다. 나는 국제 언론들의 보도 내용을 신뢰할 수 없다. 심지어는 공식적인 보고서조차 조사 결과가 왔다갔다 일관성이 없어보였다. 이제 진실은 불편하기는 하지만 더욱 명징해지고 있다.”
패널들은 OPCW가 원래의 취지로 돌아가 두마 사태의 조사에 참여하였던 모든 조사관들이 서로 상이한 견해들을 ‘화학무기 금지협약의 국제 재판소(States Parties to the Chemical Weapons Convention)’가 규정한 적당한 공간에서 밝힐 수 있도록 함으로써 이 기구의 신뢰성과 합법성을 인정받기를 촉구했다.

OPCW Whistleblower Panel on the Douma attack of April 2018
WikiLeaks publishes a statement made by a panel that listened to testimony and reviewed evidence from a whistleblower from the OPCW (Organisation for the Prohibition of Chemical Weapons) last week. To accompany this statement, Wikileaks is also publishing a previously leaked engineering assessment of the alleged chemical attack in Douma, Syria on April 7th last year. This assessment was omitted in the final report by the OPCW, which does not support its findings.
WikiLeaks editor Kristinn Hrafnsson took part in the panel to review the testimony and documents from the OPCW whistleblower. He says: “The panel was presented with evidence that casts doubt on the integrity of the OPCW. Although the whistleblower was not ready to step forward and/or present documents to the public, WikiLeaks believes it is now of utmost interest for the public to see everything that was collected by the Fact Finding Mission on Douma and all scientific reports written in relation to the investigation.
We call out to people within the OPCW to leak these documents securely to us via wikileaks.org/#submit” One of the panel members was Dr José Bustani, the first Director-General of the OPCW, who concluded that: “The convincing evidence of irregular behaviour in the OPCW investigation of the alleged Douma chemical attack confirms doubts and suspicions I already had. I could make no sense of what I was reading in the international press. Even official reports of investigations seemed incoherent at best. The picture is certainly clearer now, although very disturbing”
In support of the OPCW’s original objectives, the panel called upon the organisation to re-establish its credibility and legitimacy by allowing ‘all inspectors who took part in the Douma investigation to come forward and report their differing observations in an appropriate forum of the States Parties to the Chemical Weapons Convention’
