[사설] 북 미사일은 일본 군사 대국화 빌미만 줄 뿐

중도 우파 중앙일보 2009년 3월 14일 사설: “북한의 미사일 실험은 동북아 전체의 안보 균형을 뒤흔들 것이다. 우선 일본의 안보 불안감을 크게 자극할 것이 분명하다. 1998년 북한이 일본열도 위를 지나가는 로켓을 발사한 뒤 일본은 전국이 들끓었다. 이를 빌미로 일본의 우파 세력들은 군사력 강화 필요성을 소리쳐 주장했고, 그에 발맞춰 실제 군비 증강 작업이 착착 진행됐다. 이번에도 같은 일이 벌어질 것이다. 일본 극우파들이 북한의 미사일 시험 발사를 오히려 환영한다는 말이 괜한 소리가 아닌 것이다.”

[사설] 정부, 북(北) 도발에 속수무책 당하기만 할 건가

보수 조선일보의 3월 16일 사설: “북한이 미사일 발사를 '위성 발사'라고 주장하면서 시기까지 통보하자 “위성 발사를 막을 방법이 마땅치 않다”는 식의 패배적 발상이 정부 곳곳에서 나오고 있다고 한다. 그러나 지난 2월 초 미사일 발사 조짐을 처음 포착한 이후 정부는 오바마 미국 정부와 더불어 이를 외교적으로 저지하기 위한 국제공조 노력을 기울여 왔다. 북한이 이런 외교적 압박에 아랑곳 않는 것은 그간의 한·미 정부 노력을 우습게 여기게 됐거나 북한이 두려워할 만한 결연함이 부족했다는 이야기다. 최근 한·미는 '정보 공유'를 놓고 갈등을 빚는 것으로 보도됐다. 미국측이 한국 쪽에서 계속 기밀정보가 새어 나간다고 의심하면서 북한 관련 정보 공유에 소극적이라고 한다. 이런 상황이니 대북 공조가 제대로 돌아갈 리 없다. 정부는 각종 북한 도발에 속수무책 당하는 것이 아니라 충분히 대비하고 있다는 믿음을 국민에게 줘야 한다.

"Missile Madness"

Right-of-center JoongAng Ilbo editorialized (03/14): "North Korea's
missile experiment will shake the balance of security over all of
Northeast Asia. First of all, it will stir Japan's anxiety over
safety. In 1998 Japan seethed at the North's launch of a rocket
that flew over the Japanese islands. Because of the launch,
right-wing forces in Japan easily called for enhancement of military
capacity and such capacity was, indeed, boosted. The same will
happen this time too if North Korea goes ahead with its plan.
That's why some say right-wingers in Japan would welcome North
Korea's missile test-launch."

"Seoul Must Deal More Firmly with North Korea"

Conservative Chosun Ilbo editorialized (03/16): "After North Korea
notified international agencies of what it claims is a satellite
launch, the ROKG seems to have decided that there is nothing it can
do. Since the signs of an imminent missile test by North Korea were
detected in early February, the ROKG has tried to prevent it through
cooperation with the Obama Administration. The fact that Pyongyang
apparently ignores such diplomatic pressure shows either that North
Korea has no respect for the ROK-U.S. effort or that the effort
lacks the requisite resolve. Recently Washington is said to have
been reluctant to share intelligence on North Korea with Seoul, out
of suspicion that Seoul keeps leaking it. Cooperation over North
Korea can hardly move forward in such a situation. The ROKG must
reassure the public that it is fully prepared to deal with North
Korean provocations, instead of being left helpless before them."
