(기밀) 폐쇄된 주한미군 기지의 한국 반환이 환경 치유 문제에 막혀 지연되어왔다. 반환이 지연되면서 진행 중인 한반도 주둔 미군의 재편성에서 핵심 부분인 기지 이전과 통폐합 과정이 늦춰지고 있다. 주한미군이 텅 빈 기지의 보안 유지를 위해 한 달에 수십만 달러를 지출하게 될 처지다. 한국의 우려 사안들과 민감한 문제 제기를 수용하려는 노력으로 주한미군은 지난달 늦게 타협안을 제안했다. 처음에 우리의 타협안이 수용될 기미가 보였지만, 한국 정부는 미국의 제안에 대해 “기술적인 조정”을 고려해 달라고 미국에 요청했다. 그러나 사실상 한국 정부의 “기술적인 조정”은 상당히 다른 접근 방식에 상당할 것이다. 우리는 우리의 제안은 재협상의 대상의 될 수 없음을 분명히 하면서, 한국 정부가 이 문제를 조속히 정리해줄 것을 촉구했다. 버시바우 대사와 주한미군 벨 사령관은 2월 22일 이러한 메시지를 반기문 외교통상부 장관과 청와대 통일외교안보정책실장 송민순에게 전달했다(개별 전문), 그리고 롤리스 부차관보 역시 지난주 한미 안보정책구상회의 중 한국의 유관 기관 대표단에게 그런 뜻을 전달했다.

(기밀) 우리 외교통상부와 청와대 대화 상대역들은 다가올 5월 31일 지방 선거, 민간단체의 이해 관계, 부처 간의 논쟁을 포함하는 국내 정치적 고려를 언급하며, 한국 정부가 기지 반환 문제 처리에 시간이 더 필요할 것임을 시사하였다. 그러나 우리는 필요에 따라 기술적인 논의를 추후로 미루더라도 최소한 미국의 최근 제안에 대해 원칙적인 합의를 도출하는 것이 중요하다고 믿는다. 기지 반환 문제에 핵심적인 역할을 담당하고 있는 송민순 통일외교안보실장은 2월 23~24일 국가안보국 헤들리와 여타 고위 관리들과의 회동을 위해 워싱턴을 방문할 예정이다. 우리는 국가안보보장회의 헤들리 이하 인사들이 아래와 같은 논지를 바탕으로 송 실장에게 우리의 메시지를 재차 강조하길 권고한다.

  버시바우 대사나 벨 사령관이 이번 주 초에 당신에게 분명히 밝혔듯이, 미국의 최종 제안은 한국의 우려 사안들을 수용한다는 미국의 선의 표시로 나온 것으로, 이는 한미 주둔군 지휘협정에 따른 요건을 훨씬 넘어서는 조치다. 그 제안이 우리의 최선이자 최종 제안이다. 우리는 한국 정부가 이번 제안을 받아들이길 촉구한다.

  만일 공개 발표나 추후 세부적인 기술 논의를 위한 중요한 고려가 필요하다면, 우리는 최소한 미국의 제안에 대한 원칙적인 합의를 지금 도출함으로써, 여러 문제 가운데서 이 어려운 문제를 해소할 수 있도록 해야 한다.

SUBJECT: ENVIRONMENTAL REMEDIATION OF USFK BASES -- ISSUE
FOR PRESIDENTIAL ADVISOR SONG

¶1. (U) This is an action request.
 
¶2. (C) The return of closed U.S. Forces Korea (USFK) bases
to the ROK has been delayed by an impasse over environmental
remediation. The delay is slowing down progress on base
relocation/consolidation, a centerpiece of the ongoing
realignment of our military presence on the Peninsula. It is
also causing USFK to expend hundreds of thousands of dollars
a month to maintain security on the vacated bases. In an
effort to accommodate ROK concerns and sensitivities, USFK
proposed a compromise solution late last month. Despite
earlier indications that the proposal would be accepted, the
ROKG recently has asked the U.S. to consider "technical
adjustments" to the U.S. proposal. In fact, however, the
ROKG's "technical adjustments" would amount to a
substantively different undertaking. We have made clear to
the ROKG that the proposal could not be renegotiated and have
urged the ROKG to settle the issue quickly. The Ambassador
and USFK Commander General Bell on February 22 conveyed this
message to Foreign Minister Ban Ki-moon and Blue House NSA
Song Min-soon (septel), and DUSD Lawless did so with a ROK
interagency delegation during the last round of Security
Policy Initiative talks last week.
 
¶3. (C) Citing domestic political considerations including the
upcoming May 31 local elections, NGO interest and interagency
wrangling, our MOFAT and Blue House interlocutors have
indicated that the ROKG will need more time to work the
issue. However, we believe it is important to at least reach
an agreement in principle on the latest U.S. proposal,
deferring public announcements and technical discussions to a
later point if/as necessary. Presidential Secretary Song
Min-soon, who plays a critical role on this issue, will be in
Washington February 23-24 for meetings with NSA Hadley and
other senior officials. We recommend NSA Hadley and others
reinforce our message to Song, drawing on the following
talking points:
 
-- Extremely concerned about the impasse over environmental
remediation of closed USFK bases. The impasse is delaying
our return of valuable land to the Korean people. It is also
slowing progress on our base relocation and consolidation, a
core element of the major realignment effort initiated under
the Future of the Alliance Initiative. Need to settle the
issue quickly.
 
-- As Ambassador Vershbow and General Bell made clear to you
earlier this week, the last U.S. proposal represents a
good-faith effort by the U.S. to accommodate ROK concerns and
goes well beyond requirements under the SOFA. It is our best
and final offer. We urge the ROKG to accept the proposal.
 
-- We have to find a way forward quickly. If important
considerations require you to delay public announcement or
detailed technical discussions until later, we should at
least reach an agreement in principle on our proposal now so
that we can remove this difficult issue from our list of
problems.
