[사설] 화만 자초할 PSI 전면참여, 재고해야

좌파 경향의 한겨레 신문 사설(3월 23일): “정부가 이번에 피에스아이 전면 참여 카드를 꺼낸 것은 북한의 ‘나쁜 행동’에 대해 그냥 넘어갈 수 없다는 의지를 과시하기 위한 것으로 보인다. 더구나 피에스아이를 주도해 왔던 미국의 오바마 정권은 아직 대북정책에 대한 검토를 마치지 않은 상태다. 그러나 대이란 정책의 변화에서 볼 수 있듯이, 대북 정책에서도 압박보다는 대화 노선으로 갈 가능성이 크다. 이미 미국 정부는 북한의 미사일 발사와 관계없이 협상을 통한 해결 뜻을 밝힌 바 있다. 이런 점에서 정부의 앞선 행동은 오히려 ‘한국의 고립’과 ‘통미봉남’의 강화를 자초할 수 있다.”

중도 한국일보 사설(3월 23일): “정부가 검토 중인 대량살상무기 확산방지구상(PSI) 전면 참여는 남북관계를 한층 꼬이게 할 수 있는…북한이 국제사회의 강력한 경고에도 로켓 발사를 강행하면 응분의 대가를 치르게 해야 한다는 것은 분명하지만, 로켓 발사로 고조될 한반도 긴장을 관리하는 것도 매우 중요하다. 이런 때에 정부가 유엔 차원의 대응을 넘어 PSI 전면 참여 카드를 뽑아 드는 것은 현명하다고 할 수 없다.”

[사설] 미 기자 억류를 북미관계 풀 계기로

중도 한국일보 사설 (3월 21일): “한국일보의 토요일 사설: “이번 사태가 잘만 풀리면 오바마 행정부 출범 이후 개선의 계기를 찾지 못하는 북미 관계에 돌파구가 될 수도 있다.…미국 내는 물론 국제사회에서도 이미지가 한결 나아질 것이다. 이렇게 신뢰를 쌓아가면 광명성 2호 발사로 고조될 긴장 관리도 쉬워지고, 6자회담 조기 재개, 나아가 북측이 목을 매는 북미 관계 정상화의 길로 이어질 수 있다. 북한이 호기를 놓치지 않기 바란다.”

Left-leaning Hankyoreh Shinmun editorialized (03/23): "By the looks
of it, the Lee Administration pulled full participation in PSI out
of its bag of tricks to demonstrate that it will not let North
Korea's 'bad behavior' go without a response. However, it is quite
probable the move will only exacerbate problems and deliver no
benefits... The Obama Administration is not even finished reviewing
U.S. policy towards North Korea, let alone its leadership of PSI.
But as seen through the U.S.'s recent changes in policy towards
Iran, it is quite likely policy towards North Korea could turn
towards dialogue, regardless of whether the North fires a missile.
If the Lee Administration gets ahead of itself, it could exacerbate
the 'isolation of South Korea' and the North's approach of 'closing
up to the South and opening up to the Americans' (tong mi bong
nam)."
 
 
"This Is Not the Time to Talk About PSI Participation"
 
Moderate Hankook Ilbo editorialized (03/23): "The ROK's full
participation in the U.S.-led Proliferation Security Initiative
(PSI) could further strain inter-Korean relations... If North Korea
pushes ahead with a missile launch despite stern warnings from the
international community, it certainly should pay for what it does.
But it is not wise for the ROKG to decide to participate fully in
the PSI, going beyond countermeasures (authorized) by the U.N."

"Detention of U.S. Reporters Should Serve As an Opportunity to
Resolve U.S.-North Korea Relations"
 
Moderate Hankook Ilbo editorialized (03/21): "If this incident (the
detention of U.S. journalists) is successfully resolved, it could
lead to a breakthrough in U.S.-North Korean relations and improve
the image of the North, not only in the U.S. but also in the
international community. If trust is built this way, it will be
easy to manage tension after the North's launch of the
Kwangmyongsong-2 satellite, and it will also lead to the early
resumption of the Six-Party Talks and the normalization of
diplomatic ties between the U.S. and North Korea. We hope that the
North will not miss this golden opportunity."
