[사설] 한미, 북한과의 '교착 국면' 以後의 전략을 준비해야

보수 조선일보 사설(5월 11일): “미국 정부가 당분간 미·북관계의 교착상태를 감수하겠다고 나선 원인은 북한이 만들었다. 오바마 정부가 '강력하고 직접적인 미·북 대화' 의지를 밝혔는데도 북한은 장거리 로켓 발사를 강행하는 등 각종 도발을 벌였다. 이런 북한에 대가를 치르도록 한 뒤 대화를 해야 한다는 것이 미국의 생각이다. …그러나 지금 같은 교착상태를 마냥 끌고 가는 것이 능사(能事)인가를 생각해볼 때가 됐다. 북한처럼 예측 불가능한 상대가 고립된 상황에선 무슨 일을 벌일지 알 수 없고, 북한은 기다린다고 해서 태도를 바꾸는 상대도 아니며, 대북 제재에 쉽게 굴복할 가능성도 작다. 그렇기 때문에 한국과 미국은 교착 국면을 어떻게 관리할 것이며, 언제 어떤 조건에서 '교착 이후(以後)'의 국면으로 넘어갈 것인지에 관한 전략을 함께 나누고 있어야 한다.”

[사설] 출구 보이지 않는 ‘북한 문제’

좌파 성향 한겨레 신문 사설(5월 11일): “북쪽이 스스로 협상 여지를 좁히고 도발적인 행동을 계속한다면 국제사회의 대북 압박 여론이 고개를 들 수밖에 없다. 상황을 바꾸려면 무엇보다 미국이 하루빨리 대북정책 재검토를 마무리하고 고위급 대북접촉에 나서야 한다. 지금처럼 북한과 미국이 멀리서 서로 목소리만 높여서는 사태 악화를 피할 수 없다.”

"Seoul, Washington Need New North Korea Strategy"
 
Conservative Chosun Ilbo editorialized (05/11): "It is North Korea's
fault that the U.S. is ready to endure the current stalemate.
Despite the Obama Administration's expressed intention of direct
dialogue, North Korea has made a series of provocations including
the long-range missile launch. Washington feels that the North
should be made to pay a price before dialogue is resumed. ...
However, it is high time to think seriously whether it is
appropriate to let this deadlocked situation be prolonged. No one
knows for sure what such an unpredictable country as North Korea
will do in isolation, and the North will not change its behavior
even if we wait [for its change]. There is also very little
likelihood of North Korea buckling under international sanctions.
For this very reason, the U.S. and the ROK should discuss how to
manage this deadlocked situation and share a strategy for dealing
with a situation after this impasse."
 
 
"Locating an Exit to North Korean Nuclear Issue Stalemate"
 
Left-leaning Hankyoreh Shinmun editorialized (05/11): "If North
Korea continues to make provocations, thereby narrowing the room for
negotiations, international calls for sanctions on it will continue
to grow. In order to turn this situation around, the U.S. should
promptly conclude its review of North Korea policy and engage in
high-level talks with North Korea. If the U.S. and North Korea
simply speak at cross purposes like they are doing these days, we
cannot avoid aggravating the situation."
