[사설] 북핵 문제 해결을 위해 미국이 유념해야 할 조건들

보수 조선일보 사설 5월 29일: “오바마 행정부가 과연 어떤 방법으로 북한 핵문제를 다룰 것인지, 구체적 계획은 아직 제시되지 않고 있다. …미국이 성공적으로 북한 핵 프로그램을 해결하길 원한다면 북핵 문제 해결 방법에 관한 청사진을 수립할 때 아래와 같은 요소를 고려해야만 한다고 말했다: 첫째, 북한이 말을 들을 경우의 '보상'과 듣지 않을 경우의 '징벌'의 리스트를 분명히 제시해야 한다. …둘째, 그 같은 징벌과 보상에 미국뿐 아니라 중국 러시아 일본 한국 등이 적극 동참하도록 국제 협력체제를 대폭 강화해야 한다. 미국은 특히 징벌에 대해 중국과 러시아가 팔짱을 끼고 뒤로 물러서지 않도록, 공조(共助) 확보에 외교력을 총동원해야 한다. …셋째 미국 행정부와 한국 정부의 임기를 넘어서까지 지속적으로 추진될 수 있는 해법을 만들어야 한다.”

[사설] 한반도 비핵화선언 남한만 봉인가

중도 우파 중앙일보 사설 5월 29일: “핵무기에는 핵무기 이외에 대처방안이 없다는 건 상식이다. 북한 핵무기에 대항해 우리가 기댈 수 있는 건 미국의 핵우산뿐이다. 그러나 …실제로 미국은 1991년 우리의 비핵화선언 추진을 뒷받침하기 위해 주한미군이 보유한 모든 핵무기를 철수한 상태다. 비핵화선언이 미국의 핵우산 공약 신뢰성만 약화시킨 셈이다. …핵무장이나 핵주기 완성을 위한 핵주권을 회복해야 한다고 주장하고 싶은 생각은 없다. 그러나 비핵화 선언을 우리만 고수하면서 계속 역이용당하는 불균형·불합리는 분명 재고돼야 한다.”

[사설]무책임한 대북 강경론을 경계한다

좌파 성향 한겨레신문 사설 5월 29일: “이런 행태는 일본 보수파들이 북한 미사일 기지 등을 선제공격할 수 있는 ‘적기지 공격 능력’ 보유를 주장함으로써 동북아 긴장을 고조시키는 것과 다를 바 없다. 특히 정부의 자중을 촉구한다.”

"NEW BLUEPRINT IS NEEDED FOR DEALING WITH NORTH KOREA"
 
Conservative Chosun Ilbo editorialized (05/29): "The Obama
Administration has yet to produce a blueprint detailing its plans on
how to resolve the North Korean nuclear dilemma. ... If the U.S.
wants to succeed in resolving the North Korean nuclear problem, a
few elements must be considered when establishing the blueprint.
First, the USG must formulate a clear list of 'rewards' North Korea
would receive if it complies with the wishes of the international
community as well as a list of 'punitive measures' it would face if
it does not. ... Second, international cooperation must be
strengthened so that China, Russia, Japan, the ROK and other
countries can participate in such rewards and punitive measures.
The USG, in particular, must focus its diplomatic efforts on
ensuring that China and Russia do not sit on the sidelines if
punitive measures must be imposed on North Korea. ... Third, a
solution must be devised that would continue beyond the terms of the
current presidents of the U.S. and the ROK."
 
 
"DECLARATION OF THE DENUCLEARIZATION OF THE KOREAN PENINSULA; ISN'T
THE ROK A PUSHOVER?"
 
Right-of-center JoongAng Ilbo editorialized (05/29): "It is common
sense that nuclear weapons can be countered only by nuclear weapons.
The only thing we can rely on to counter North Korea's nuclear
weapons is the U.S. nuclear umbrella. However ... the U.S. already
withdrew all USFK nuclear weapons in order to support the Joint
(Inter-Korean) Declaration of the Denuclearization of the Korean
Peninsula in 1991. The declaration has ended up undermining the
credibility of the U.S. promise to offer nuclear umbrella. ... (This
newspaper) does not intend to argue that we should restore our
nuclear sovereignty... However, we need to address the current
unbalanced and irrational situation in which (the North)
continuously takes advantage of the ROK, which faithfully adheres to
the denuclearization declaration."
 
 
"UNREASONABLENESS IN HARD-LINE RESPONSES TO N. KOREA"
 
Left-leaning Hankyoreh Shinmun editorialized (05/29): "It is right
to criticize North Korea's provocation, but these hard-line
arguments focusing solely on generating hostility against North
Korea only make the situation worse. We urge the ROKG in particular
