The large project of S-Oil where 5 trillion won was invested has entered into the countdown to operation.

S-Oil has announced in 2015 that they would build a ‘Residue Upgrade Complex (RCU)’ and ‘Olefin Downstream Complex’ in the Onsan National Industry Complex in Ulsan. Two years after the commencement of the project, the construction of all the facilities was completed in the last month, and their operation will begin soon in full earnest.

A source from S-Oil said “the process of examining the economic feasibility through pilot operation will be definitely preceded” and “I am not sure how long the pilot operation will take, but I anticipate the full operation will be possible from the fourth quarter of this year”.

The RUC is the facility that obtains high-added value products such as gasoline and propylene using residual oil from which gas and gasoline have been extracted. The ODC is a facility that produces propylene oxide (PO) and polypropylene (PP) with propylene that has come out from the process of the RUC.

As can be seen from the fact that Othman Al-Ghamdi, the CEO of S-Oil, mentioned the successful construction and stable operation of the RUC-ODC as a core task early this year, this project is expected to act as a compass that allows weighing up the next move of S-Oil.

In addition, the CEO Mr. Al-Ghamdi revealed in the “Reception for Saudi Minister Al-Falih” held in Seoul Shilla Hotel in April “It is expected that the growth of the company will be accelerated thanks to this project, and make a great contribution to the economic growth of Korea”.

S-OIL is aiming at the expansion of its petrochemical division as well as the enhancement of profitability through this project. It can reduce earnings volatility despite changes in the business environment such as fluctuations in international oil prices by reducing reliance on the oil refining sector, which accounts for the majority of existing sales.

It is expected that this will surely help the local economy. S-OIL has employed ca 500 people to fill the workforce needed to operate the facilities. It is speculated that it will have a considerable impact on the economy of Ulsan, which is in a slump due to the shipbuilding recession.

The amount of money S-Oil has put into this project is close to 5 trillion won. S-OIL expects to be able to retrieve the investment in a short period of time if the profitability is enhanced by converting residual oil to propylene, a high value-added petrochemical raw material.

A source in S-OIL said "Although an astronomical amount of money has been invested, it will not take more than six years to recover the investment if the facilities are operated smoothly" and "Such a large-scale investment will also help eliminate the negative perception of the foreign companies".



♦ 성장 결실 '초읽기'에 들어간 에쓰오일 5조원 프로젝트

5조원이 투입된 에쓰오일의 대규모 프로젝트가 가동 초읽기에 접어들었다.

에쓰오일은 2015년 울산 온산국가산업단지에 ‘잔사유 고도화 콤플렉스(RUC)’와 ‘올레핀 다운스트림 콤플렉스(ODC)’를 만들겠다는 계획을 발표했다. 첫 삽을 뜬 지 2년 만인 지난달 말 모든 설비 공사가 완료됐고 시운전을 거쳐 본격적인 설비 가동이 이뤄질 예정이다.

에쓰오일 관계자는 “시운전을 통해 경제성을 타진해보는 과정이 당연히 선행될 예정”이라며 “시운전이 얼마나 걸릴지 확신할 수 없지만 올해 4분기부터는 설비 가동이 가능할 것으로 보고 있다”고 말했다.

RUC는 원유에서 가스·휘발유 등을 추출하고 남은 잔사유를 이용해 휘발유, 프로필렌 등 고부가가치 제품을 얻어내는 시설이다. ODC는 RUC의 공정을 거쳐 나온 프로필렌으로 프로필렌옥사이드(PO)와 폴리프로필렌(PP)를 생산하는 설비다.

오스만 알 감디 에쓰오일 CEO가 올해 초 핵심과제로 RUC·ODC의 성공적인 완공과 안정적 가동을 언급한 것에서 알 수 있듯이 이번 프로젝트는 에쓰오일의 차기 행보를 가늠하는 나침반 역할을 할 것으로 보인다.

또한 알 감디 CEO는 지난 4일 서울 신라호텔에서 열린 ‘사우디 알팔리 장관 초청 리셉션’에서 “이 프로젝트 추진으로 인해 회사의 성장이 가속화될 것으로 예상되고 한국 경제 성장에도 큰 역할을 할 것”이라고 밝히기도 했다.

에쓰오일은 이번 프로젝트로 수익성 확대는 물론 석유화학 부문 비중 확대를 노리고 있다. 기존 매출의 대부분을 차지하는 정유 부문의 의존도를 낮춰 국제 유가 변동 등 사업 환경의 변화에도 수익 변동폭을 줄일 수 있다.

지역 경제에도 확실한 도움이 될 것으로 보인다. 에쓰오일은 설비 가동에 필요한 인력을 충원하고자 500명에 달하는 직원을 채용했다. 조선업 불황으로 침체에 빠져 있는 울산 지역 경제에 적지 않은 영향을 미칠 것으로 전망하고 있다.

이번 프로젝트에 에쓰오일이 쏟아부은 자금은 약 5조원에 육박한다. 에쓰오일 측은 잔사유를 고부가가치 석유화학 제품 원료인 프로필렌으로 전환해 수익성이 증대되면 단기간에 투자금 회수가 가능할 것으로 내다보고 있다.

에쓰오일 관계자는 “천문학적인 금액이 투입됐지만 설비 가동이 원활히 이뤄지면 투자금 회수에 걸리는 기간이 6년을 채 넘기지 않을 것”이라며 “이 같은 대규모 투자는 외국계 회사를 바라보는 부정적 인식을 없애는 것에도 일조할 것”이라고 말했다.
