숱한 비난을 받아온 중국의 무역수지 흑자가 변혁의 시기에 감소하고 있어 앞으로 글로벌 자금시장에서 재사용되는 과도한 중국 예금이 줄어들 전망이다.

이 전망은 이미 미국의 금리인상으로 고군분투하고 있는 신흥경제국들에게 또 다른 위험요소이다.

신흥경제국들은 지난 10년간 과도한 자금을 대출해 그 후유증에 시달리고 있는데, 중국이 계속해서 화력 구입을 줄이면 글로벌 수익률에 상승압력이 가해질 것으로 보인다.

미 연방준비제도이사회가 대차대조표 규모를 축소하고, 금리 인상을 단행하자 미 국고채 10년물 수익률이 2011년 5월래 최고치를 돌파해 달러 표시 대출이 과도한 국가들에게 부담으로 작용하고 있다.

터키 중앙은행은 비상조치를 발령해 자국 통화 가치를 부양해야 했으며, 아르헨티나는 대외 원조를 요청했다. 지난 주 금리가 다시 하락했지만 수급의 역학이 달라지면서 하나의 신호가 될 수 있다.

HSBC홀딩스 홍콩지점 아시아 리서치팀 공동대표 프레데릭 뉴만은 “중국은 여전히 강력한 돼지저금통을 갖고 있지만 저축 완충장치는 약화되고 있다”며 “세계 금리가 암시하는 의미에 주목하거나 숙고한 이는 거의 없는데 그 위험은 세계최대 저축국이 꼭지를 잠갔을 때 자본비용이 어느 곳에서나 상승하기 시작하는 것”이라고 지적했다.

국제통화기금(IMF)은 중국의 경상수지-무역 및 투자의 가장 광의의 척도- 흑자가 10년 전 중국 경제규모의 9% 이상에서 2% 이하로 폭락했다고 발표했다. 심지어 1.4 분기에는 희귀한 적자까지 기록했다. 국제통화기금은 2023년까지 적자가 1,320억 달러에 달할 것으로 예측하는데, 이는 시가로 환산해 미 재무부 중기 국고채 1개월 판매 분량에 약간 못 미치는 금액이다.

경상수지가 문제가 되는 건 종종 잉여 자금이 경상수지를 통해 채권과 기타 자산에 재활용되기 때문이다. 경상수지 흑자가 줄면 글로벌 자본시장에 유입되는 자금이 감소하는 것이다.

골드만삭스 그룹 및 전 미 재무부 관료 브래드 셋서와 같은 애널리스트들은 중국의 공식 경상수지가 실제 흑자보다 과소계상됐다고 산출한다. 골드만 삭스는 2021년까지 중국 GDP 자본계정의 0.2%에 불과하다고 추산했다.

이 수치는 특히 매년 수천만 중국인 관광객의 외유로 인한 서비스 적자 급증과, 중국 당국이 내수 부양 및 수출 의존도 감소에 집중한 결과이다. 또한 시진핑 정부는 중국이 공정한 무역을 하지 않는다는 도널드 트럼프 대통령의 비난에 강력한 반발해 수입을 장려하고 있다.

그것은 중국은 누적 흑자로 세계 최대 채권국이 된 일본과 다른 전철을 밟을 것이며, 향후 수 년간 경상수지 흑자를 계속 축적할 것으로 예상됨을 암시하고 있다. 지난 주 일본 재무성은 작년 중국이 독일에게 세계 2위 채권국 지위를 빼앗겼다고 발표했다.

국경간 무역과 투자 흐름 간에 투입된 변수가 많아 국경간 무역과 투자 흐름은 예측하기 어렵지만, 중국의 실질 흑자 감소는 선진국 중앙은행의 양적 완화의 장대한 반전에 대처하려는 세계 시장에 새로이 부상하는 미래의 걱정거리이다.

중국의 해외 채권에 대한 탐욕에 관한 한 또 다른 역학이 작용하고 있다.

전세계 자금 흐름을 분석하는 옥스퍼드 이코노믹스 경제 고문 기예르모 톨로사는 중국이 “전세계 채권시장에 미치는 불공평한 영향”은 중국 투자자금의 재활용에 기인한 바 크다고 밝혔다. 또한 그는 합작투자나 생산설비 등 고정투자에서 달러 수익을 얻은 중국은 그 동안 이 달러를 미 국채나 기타 채권에 재투자해왔다고 말했다.

실시간 데이터가 미비하지만, 중국으로의 직접투자는 부분적으로 무역 분쟁에 대한 우려 때문에 감소할 것으로 예상된다고 그는 덧붙였다. 이 때문에 미 국채 시장은 미국의 적자를 지원하기 위해 국채 경매를 확대하는 중에 중국의 수요 감소라는 “이중고”에 직면하게 되었다.

긍정적인 면은 일부 신흥경제국들의 위기감에 일조하는 미 연준의 “점진적인” 긴축정책보다 중국의 변화가 더 천천히 진행될 가능성이 높다는 것이다.

블룸버그 이코노믹스의 수석 이코노미스트 톰 올릭은 "아시아와 유럽에 걸친 인프라를 건설하려는 일명 일대일로 실크로드 경제벨트 계획(the Belt and Road Initiative)라는 중국의 계획 또한 특히 신흥경제국들의 자금의 원천이 될 것"이라고 밝혔다.

올릭은 “중국의 무역수지 흑자 감소는 중국이 신흥경제국 등 다른 국가들로부터 더 많은 상품을 사고 있다는 뜻”이라고 주장하면서 “중국 자금의 공급은 외환보유고가 안정되면 감소하겠지만 신흥경제국들의 수출이 늘면 중국 자금에 대한 수요는 감소하게 되어 있다”고 덧붙였다.

전 IMF이사회 미국대표이자 우드로윌슨 센터 펠로우 메그 룬트자거는 중국이 천천히 소비 기반 경제로 이행하면 향후 수 년간 계속 저축을 제공할 수 있을 것으로 예상된다고 밝혔다.

“가계저축의 수요를 줄일 수 있고 소비를 늘릴 수 있는 더 견고한 사회안전망으로의 이행은 지체될 것이다.”

그러나 중국이 잉여자금을 전세계 금융시스템으로 계속 재활용하더라도 자금의 본질은 변화 가능하다. 중국이 부분적으로 위안화의 평가절상을 차단해 달러 표시 차입 관련 재무비용을 낮게 유지할 수 있는 미 국채의 공식 구입보다 기업 인수나 항구 건설 같은 직접투자가 공산이 더 클 수 있다.

코넬대 무역정책 교수이자 전 국제통화기금 중국지부 대표였던 에스워 프라사드는 “중국의 자금 유출은 점점 선진국과 개발도상국으로의 직접투자 같은 고수익 투자 쪽으로 옮겨가고 있다”면서 “중국의 미 국고채에 대한 강렬한 수요는 과거지사”라고 지적했다.

China’s role as creditor to the world is fading

China’s much-criticized trade surpluses are declining in a shift that’ll see less of its excess savings recycled into global capital markets.

For emerging markets already struggling to cope with rising U.S. interest rates, that prospect poses an additional set of dangers. A prolonged slide in China’s purchasing firepower would put upward pressure on global yields after a decade of binge-borrowing left the world’s emerging markets with a hangover.

With the Federal Reserve shrinking its balance sheet and raising interest rates, benchmark 10-year Treasury yields climbed to the highest since 2011 this month, putting strains on nations that borrowed big in the greenback. Turkey’s central bank has been forced into emergency action to shore up its currency, while Argentina has sought external help. While yields retreated in the past week, that may prove a blip as demand and supply dynamics shift.
"China might still have a mighty piggy bank, but its savings buffer is diminishing," said Frederic Neumann, co-head of Asian economics research at HSBC Holdings Plc in Hong Kong. "Few have noticed or pondered the implications for global interest rates. The risk must be that when the world’s largest saver is turning off the tap, the cost of capital will begin to rise everywhere."

China’s surplus in its current account -- the broadest measure of trade and investment -- has shrunk to less than 2 percent of the size of its economy, from more than 9 percent a decade ago, International Monetary Fund data show. There was even a rare deficit in the first quarter. By 2023, the IMF sees it totaling only $132 billion -- in current terms, barely enough to take up one month’s worth of U.S. Treasury intermediate-term bond sales.
The current account matters for investors because surplus funds are often recycled into bonds and other assets via the capital account. If the current account surplus shrinks, there’s less to be pumped back into global markets.

Analysts including Goldman Sachs Group Inc. and ex-U.S. Treasury official Brad Setser –- calculate that China’s official current-account figures under state the true surplus. That said, Goldman projects just a 0.2 percent of GDP positive balance by 2021.

That’s the result of China’s focus on stoking domestic spending and reducing export reliance, as well as a deepening deficit in services, especially thanks to the annual outpouring of scores of millions of Chinese tourists. Xi’s government also is championing imports, in a rebuff to President Donald Trump’s accusations that China doesn’t play fair on trade.

The implication is that China will be following a different path than Japan, which saw its accumulated surpluses make it the world’s largest net creditor, and is projected to continue amassing current-account excesses for years to come. China last year slipped behind Germany in the creditor ranks, Japanese Ministry of Finance data showed last week.

Cross-border trade and investment flows are difficult to project, given the multiple of variables that go into them. But net-net, diminished Chinese surpluses suggest a fresh potential worry for global markets coming to grips with the epic reversal of developed nation central banks’ quantitative easing.

Another dynamic is at play when it comes to China’s appetite for overseas bonds. The country’s "disproportionate effect on global fixed-income markets" has stemmed in large part from the recycling of funds invested into China, says Guillermo Tolosa, an economic adviser to Oxford Economics Ltd. who analyzes global capital flows. Receiving dollars for fixed investments -- such as for joint ventures or production facilities -- China historically has reinvested those funds in Treasuries and other fixed-income securities, Tolosa said.

While real-time data are lacking, inflows of direct investment into China are likely diminishing, in part thanks to concerns about trade tensions, Tolosa said. That leaves the U.S. Treasury market with a "double whammy," with diminished Chinese demand at the same time as the Treasury is expanding its auctions to finance the American deficit.
The bright side is that China’s shift is likely to be even more gradual than the Fed’s "gradual" tightening that’s contributed to fears of crisis in some emerging markets.

And China’s plan to build infrastructure across Asia and Europe, known as the Belt and Road Initiative, will also be a source of capital, especially for emerging economies, according to Tom Orlik, chief economist at Bloomberg Economics.

"China’s diminished trade surplus means it is buying more from the rest of the world -- including emerging markets," said Orlik. "The supply of Chinese finance might be going down as FX reserves stabilize, but the demand for it should also be reduced as emerging markets see stronger exports."

China will continue to be a source of savings for some years as the transformation into a more consumption-based economy will be gradual, said Meg Lundsager, a fellow at the Wilson Center in Washington who served as the U.S. representative at the International Monetary Fund. "The transition to a stronger social safety net that would reduce the need for high household savings and enable more consumption will be slow."

Yet even if China continues to recycle funds back into the global financial system, their nature may be changing. Rather than the official purchases of U.S. Treasuries that China implemented in part to stem appreciation of its currency -- and that in turn helped to hold down borrowing costs in dollars -- direct investments such as corporate acquisitions or port construction could be more likely.

"China’s capital outflows are increasingly switching to higher-yield investments, including direct investment flows into both advanced and developing economies," said Eswar Prasad, a trade policy professor at Cornell University and former head of the IMF’s China unit. "China’s strong demand for U.S. Treasuries is a thing of the past."
