“이명박과 오바마로부터 나온 “단호하고 통일된” 메시지”

보수적인 조선일보는 사설에서 논했다 (4월 3일): “한국과 미국은 북한에 대항하여 “단호하고 통일된” 국제적 대응으로 밀어 부치기로 서약했다. 그러나, 실제로 북한에 대해 유엔 제재 조치를 가하는 것은 중국과 러시아의 미온적인 태도로 보았을 때 위압적인 일이 될 수 있을 것이다. 양국은 유엔 안보 이사회가 북한의 로켓 발사에 대해 제재를 가해야 한다는 것을 분명히 해야 할 것이다. 또한, 한국과 미국은 북한이 미사일을 발사한 뒤 잇따르는 추후 도발을 막기 위해 가능한 모든 수단을 강구해야 할 것이다.”

Conservative Chosun Ilbo editorial (04/03): “The ROK and the U.S. pledged to push for a “stern and unified” international response against North Korea. However, actually imposing UN sanctions on North Korea could be a daunting task given China and Russia's lukewarm attitude. The two countries should make sure that the UN Security Council sanctions North Korea for its rocket launch. Also, the ROK and the U.S. should explore every possible avenue to block North Korea's further provocations following its missile launch.”

Conservative Dong-a Ilbo editorial (04/03): “In the first summit between President Lee Myung-bak and U.S. President Barack Obama, the two leaders reaffirmed the strong alliance and pledged to cooperate on the North Korean rocket launch and KORUS FTA issues. The two leaders should deliver on the statements that they made during the summit. Otherwise, these statements will end up becoming empty diplomatic rhetoric.”

중도적인 한국일보는 사설에서 논했다 (4월 3일): “국제 사회로부터의 강력한 경고에도 불구하고 북한이 로켓에 연료를 보급함에 따라 북한의 미사일 발사가 촉박했다는 것이 거의 현실이 되었다. 한국과 미국 대통령들은 북한의 로켓 발사가 유엔 안보 이사회 결의안 1718을 위반하는 것이며 이에 대해 단호한 대응을 준비하기 위해 긴밀히 협력한다는 것을 재확인했다. 군사 행동을 하기보다는 대체 수단이 북한에 압력을 가하는데 더욱 효과적일 수 있을 것이다.”

Moderate Hankook Ilbo editorial (04/03): “As North Korea has begun fueling the rocket despite strong warnings from the international community, the nation's imminent rocket launch has almost become a reality. The ROK and U.S. Presidents reaffirmed that North Korea's rocket launch would violate UN Security Council Resolution 1718 and agreed to closely cooperate to prepare a stern response. Alternative means, rather than military action, could be more effective at putting pressure on the North.”


“북한에 대한 현실적 대응”

좌편향인 한겨레신문은 사설에서 논평했다 (4월 3일): “한 청와대 관료는 양국 정상회담 중 이명박 대통령과 버락 오바마 대통령이 완전하고도 입증 가능한 북한 핵 프로그램의 해체에 협력하기로 동의했다고 발표했다. 그들은 또한 북한이 장거리 미사일을 발사한다면 “엄격하고도 통일된” 대응을 가하는데 동의하면서 국제 사회 역시 “엄격하고도 통일된” 대응을 가할 필요가 있다고 역설하였다. 한 정부 고위 관료는 그 정상들이 유엔 안보 이사회가 어떠한 미사일 발사에 대해서도 반드시 토론을 하게 하고 6자 회담 재개를 위해 계속 노력하겠다고 했다고 설명했다. 중국과 러시아가 유엔 제재 조치에 반대하고 있고 미국은 대화를 통해 북한의 핵과 미사일 보유 능력에 대한 문제를 해결하는 데에 더 큰 비중을 두길 원하기 때문에 그들은 이러한 이해를 구했다. 그렇다면 이러한 공동 대응은 현실적인 것이다.”

“A Realistic Response to North Korea”

Left-leaning Hankyoreh Shinmun editorial (04/03): “A Blue House official announced that during a bilateral summit, President Lee Myung-bak and U.S. President Barack Obama agreed to cooperate on the complete and verifiable dismantlement of North Korea's nuclear programs. They also agreed to put forth a “strict and united” response should the North launch a long-range missile, asserting that the international community also needs to put forth a “strict and united” response. One high-ranking government official explained that the leaders would see to it that the United Nations Security Council discusses any missile launch, and that they would continue to work for the resumption of the Six-Party Talks. They sought this understanding because China and Russia oppose UN sanctions and the U.S. wants to place greater weight on resolving the issue of North Korea's nuclear and missile capabilities through dialogue. This joint response, then, is a realistic one.”


“한미 정상 회담으로 북한 로켓 발사와 한미 FTA 문제에 관한 협력이 확인되다”

중도 서울신문의 사설 (4월 3일): “이대통령과의 정상회담 중, 오바마 대통령은 자신은 “유엔 안보 이사회가 북한에 제재 조치하도록 준비하는 중”이라고 말했다. 이것은 오바마 대통령이 집권한 이후로 최초로 북한에 관련된 문제를 직접적으로 언급한 것이기 때문에 우리는 거기에 상당한 정치적 비중이 있다고 생각할 수 있다. 오바마 대통령의 언급으로 인해 북한에 대해 상당한 압박을 가해질 것이 예상된다. 오바마 대통령은 한국은 “미국의 가장 가까운 동맹국들과 위대한 친구들 중 하나”라고 언급함으로써 한-미 동맹의 세기를 재확인했다. 우리는 두 정상들이 이러한 첫 만남에 기초해서 6월에 있을 워싱턴 정상회담에서 한-미 동맹을 한층 더 강화하기를 바란다.

Moderate Seoul Shinmun editorial (04/03): “During his summit with President Lee, President Obama said that he is “preparing a UN Security Council resolution sanctioning North Korea.” Because this is the first time that President Obama has directly mentioned a North Korea-related matter since taking office, we can attribute a fair amount of political weight to it. President Obama's statement is expected to put considerable pressure on the North. During the summit, President Obama reaffirmed the strength of the ROK-U.S. alliance by stating that the ROK is “one of America's closest allies and greatest friends.” We hope that the two leaders will build upon this initial meeting and further solidify the ROK-U.S. alliance at the Washington summit in June.”
