모든 한국 언론은 북한이 21일 남북 간 분쟁해역인 서해 해상을 따라 “평시 해상사격구역”을 지정했다는 소식을 다뤘다. 북한 해군 사령부의 발언 내용: “남조선 군부 호전광들의 무모한 군사적 도발 책동에 대응해 우리 해군은 아군 서해상 군사분계선 수역을 우리의 해안 및 섬 포병 구분대(편대 이하의 부대 조직)의 평시 해상 사격구역으로 선포한다. 아군 해상 사격 구역에서 모든 어선들과 기타 함선들은 피해가 없도록 자체 안전대책을 세워야 할 것이다”²⁾

보수 조선일보는 안보부서 당국자는 “지난달 대청해전에서 일방적으로 얻어맞은 뒤 앙갚음할 방법을 찾고 있겠지만 물리적 도발은 쉽지 않을 것”이라며³⁾ “북한군의 심리적 압박 조치로 본다”고 했다고 전했다. 중도 우파 중앙일보는 “서해상에서 긴장 사태를 조성해 NLL을 분쟁지역화하고 무력화를 시도하려는 것으로 보인다”는 한국 정부 관리의 발언을 전했다. 중도 한국일보는 기사 제목으로 <北..”서해수역 포병대 사격훈련구역 지정”/ 도발 준비보다 전략적 수사 무게>라고 뽑았다.

The North Korean naval command said yesterday that it would
designate the waters near the Northern Limit Line (NLL) - the de
facto inter-Korean sea border in the Yellow Sea drawn by the
U.S.-led United Nations Command at the end of the Korean War in 1953
- as a "peacetime naval firing zone" for coastal and island
artillery units, in response to the ROK's "reckless military
provocations." (All)
 
An ROKG official responded by saying: "The announcement is only the
latest attempt by the North to raise tensions in the Yellow Sea and
to nullify the NLL." (JoongAng)

According to Japan's Yomiuri Shimbun, there is a possibility that
North Korean leader Kim Jong-il may visit China in January or early
February to discuss the North's nuclear and succession issues.

All ROK media covered North Korea's designation yesterday of a
"peacetime firing zone" along the disputed inter-Korean sea border
in the Yellow Sea. The North Korean naval command was quoted: "To
counter the reckless and provocative military maneuvers by the
warmongers in the South Korean military, our Navy declares the
waters near the Military Demarcation Line (MDL) in the Yellow Sea 'a
peacetime naval firing zone' for coastal and island artillery units.
All fishing boats and warships in that zone should take security
measures to protect themselves."
 
Conservative Chosun Ilbo quoted an ROK security official as saying:
"The North Korean military is apparently seeking ways to get revenge
for its crushing defeat in a skirmish in the Yellow Sea last month.

This appears to be a psychological pressure tactic. (The North),
however, will find that a physical provocation will be more
difficult (to carry out)." Right-of-center JoongAng Ilbo cited an
ROKG official as saying: "The announcement is only the latest
attempt by the North to raise tensions in the Yellow Sea and to
nullify the NLL." Moderate Hankook Ilbo headlined its article:
"North's Designation Appears to be Strategic Rhetoric, Rather Than
