저스틴 어마시 미 하원의원이 에드워드 스노든과 줄리안 어산지 사건 진행을 철회하기를 미 정부에 촉구하는 의회 결의안에 지지한다고 22일(현지시간) 밝혔다.

어마시(미시간주, 자유당)는 트위터를 통해 정부가 두 사람에 대한 기소를 철회하도록 촉구하는, 두 결의안에 지지하는 서명을 했다고 발표했다.

두 결의안 모두 하와이 주 민주당 하원의원 털시 개버드가 제출한 것인데, 어마시가 합류하기 전 이미 양당적 지지를 얻고 있는 것이었다. 어마시는 여기에 동참한 최초의 자유당 의원이다. 

공화당 소속이었다가 지난 해 탈당한 어마시는 트위터에 ‘나는 이 결의안을 3당적인 것으로 만들었다’라며 개버드 의원의 두 결의안을 지지한다고 말했다.

미 국가 안보국(NSA)의 계약근로자였던 스노든은 2013년 언론기관에 비밀자료를 유출한 것과 관련해 미국 정부로부터 기소된 상태이다. 

스노든이 자신이 정보 유출자라고 밝힌 즉시 연방검찰은 스노든을 방첩법 하에 기소했지만, 그는 현재 러시아에 망명 중이다.

위키리크스 설립자이자 전 편집장인 어산지 역시 지난 해 미 정부로부터 방첩법 위반으로 기소됐다. 

위키리크스는 2010년 미국의 군사 외교 비밀 문서들을 공개하기 시작했다. 당시 위키리크스의 공개로 미국과 동맹국들의 전쟁범죄와 부패 사실이 세상에 드러났다. 어산지는 이 문서들을 컴퓨터 해킹으로 유출하는 데 공모하고 웹사이트에 공개했다는 혐의를 받고 있다.

런던 주재 에콰도르 대사관에서 망명생활을 하던 어산지는 지난 해 강제로 대사관 건물 밖으로 끌려나와 체포됐고, 현재 런던의 교도소에 수감되어 영국 사법 당국의 관할 하에 미국으로의 송환 여부를 결정짓는 재판 과정에 있다. 그러나 러시아 정부는 미국 정부와 송환 관련 협약을 맺은 것이 없기 때문에 스노든은 러시아에서 망명 생활을 이어가고 있다.

민주당 대선 후보 중 한 명이었던 개버드 의원의 결의안은 미국이 스노든과 어산지에게 내린 기소 처분을 모두 철회하고 송환 시도도 중단해야 된다고 말하고 있다.

플로리다 주 공화당 하원의원 맷 가에츠가 개버드 의원이 지난 9월 스노든 결의안을 제출했을 때 함께 이에 서명했고, 이후 켄터키 주 하원의원 토마스 매시가 이 달 초 개버드 의원이 어산지 결의안을 제출했을 때 이에 서명했다.

도널드 트럼프 미 대통령은 스노든을 ‘반역자’라고 불렀으며, 그가 비밀정보 유출을 한 것에 대해 사형선고를 내려야 한다고 말했었다. 그러나 스노든이 폭로한 것은 NSA의 무차별적이고 방대한 감시활동들에 관한 것이었다.

트럼프는 지난 8월 스노든을 사면할 뜻이 있음을 밝혔다. 가에츠 의원은 트럼프 대통령의 가까운 협력자이면서도 대통령에게 말한 바를 끝까지 이루라고 공개적으로 요구했다.

트럼프 대통령은 2016년 미 대선 캠페인 기간에 위키리크스가 상대 후보인 민주당 힐러리 클린턴에게 타격을 주는 자료를 공개해 이에 대해 극찬한 적이 있다.

그러나 집권한 이후 트럼프 대통령은 위키리크스와 어산지를 무시해 오고 있다.

털시 의원과 어마시 의원 둘 다 재선에 나서지 않고 내년 초에 의원직에서 내려올 것이라고 한다.

House resolutions clearing leakers Snowden and Assange gain third co-sponsor in sole Libertarian

Rep. Justin Amash threw his support Wednesday behind congressional resolutions calling for the U.S. government to abandon its cases against wanted leakers Edward J. Snowden and Julian Assange.

Mr. Amash, Michigan Libertarian, announced on Twitter he signed on to become a co-sponsor of separate, similar resolutions urging the government to drop the charges facing the two secret-spillers.

Both resolutions were introduced by Rep. Tulsi Gabbard, Hawaii Democrat, and had already gained slight bipartisan support before Mr. Amash — the only registered Libertarian in Congress — joined in.

“I made these resolutions tripartisan,” Mr. Amash, a former Republican who left the GOP last year, said on Twitter in a social media post where he announced supporting Ms. Gabbard’s two proposals.

Mr. Snowden, a 37-year-old former National Security Agency contractor, is wanted in the U.S. to face charges related to admittedly leaking classified material to members of the media in 2013.

Federal prosecutors charged Mr. Snowden under the U.S. Espionage Act shortly after he revealed himself to be the source of the NSA leaks, but he has lived in Russia ever since and avoided trial.

Mr. Assange, a 49-year-old Australian, was charged last year under the Espionage Act with crimes stemming from his longtime role as founder and publisher of the WikiLeaks anti-secrecy website.

WikiLeaks began publishing classified U.S. diplomatic and military documents in 2010, and Mr. Assange has been charged in connection with allegedly soliciting, receiving and releasing them online.

Mr. Assange is currently jailed in London while a British court weighs honoring a request for his extradition to the U.S. Moscow does not have an extradition agreement with Washington.

The resolutions from Ms. Gabbard, a former Democratic presidential hopeful, state the U.S. “should drop all charges” facing Mr. Snowden and Mr. Assange and abandon efforts to extradite the latter.

Rep. Matt Gaetz, Florida Republican, co-sponsored the Snowden resolution with Ms. Gabbard when it was introduced in September and had been its only other supporter before Mr. Amash signed on.

More recently, Rep. Thomas Massie, Kentucky Republican, co-sponsored the Assange resolution when Ms. Gabbard offered it earlier this month. They are its only co-sponsors besides Mr. Amash.

President Trump, a Republican, previously called Mr. Snowden a “traitor” and suggested he should be executed for leaking secrets about the NSA’s vast surveillance operations and abilities.

Mr. Trump revealed in August he was open to pardoning Mr. Snowden, however. Mr. Gaetz, a close ally to the president, subsequently called publicly for the president to follow through.

The president applauded WikiLeaks during his 2016 election campaign when the website published material damaging to Mr. Trump’s opponent in the race, former Democratic candidate Hillary Clinton.

Mr. Trump has claimed ignorance of WikiLeaks and Mr. Assange when asked about either while in office, however.

Ms. Gabbard unsuccessfully campaign for the Democratic presidential nomination ultimately received by Joseph R. Biden. Mr. Amash briefly considered running for the Libertarian nomination but later decided against it. Neither is running to be reelected to Congress and both are accordingly set to leave office early next year.
